Level 38 isn't really considered high level. Nowadays high levels is more like 90/95+ but there are still plenty of factions that want a level 38 as long as they're active.

What you should look for is a good mix of high and low levels in the faction. High levels get to do the fb's of low levels for extra rep and low levels get extra help.

Look for a faction that has active members. I'd say 10% on most the time is minimum you should go for. 100 members, there should be at least 10 people on usually.

Find a friend in game and ask them about their faction and if they'd recommend it. Smaller factions are fun too, because you develop a family atmosphere, but if the people in it aren't active, or become less active it gets lonely.

Look for a recruiting faction so you know your faction will grow. Level 3 factions are preferable because they can have up to 200 people and can't be disbanded. It costs 13 mil (?) to make a faction level 3 so its an investment to some people and they'll work hard to improve it.

Lastly, if your faction is good to you, be good to them. Help others and don't be afraid to ask for help. Try to offer runs/fbs to faction mates first so you are all improving together, and when you do get to be a high level consider staying with your faction instead of migrating to an endgame faction full of 98+ people.

38 isn't a high level. If I were you i'd just join random factions until you find one you like. Try each one out for a day or two, if you don't like it for whatever reason, leave and try the next one out.

Well, level 40 is a good moment to start searching a faction, as generally you will start your bh runs and then factionmates can accompany you in this task. You will also avoid random invitations to a faction..
As Sakubatou has said, one of the ways to find a faction is to ask an ingame friend - generally nice people tend to be in nice factions..
And btw. it is nice to grow in levels in the same faction, you will be able to first be helped, but also after to help another people..
Generally I suppose that as a cleric you don't have a special problem to find friends ingame, so use it b:pleased

Amazed that no one have sent you random invites when you're in West Arch though. I remember that time when I decided to be factionless for awhile. Sheeeeeeesh. b:surrender

Finding one? Check world chat, a lot of faction, well most, shout for members. At 38 you can be accepted into a lot of them, unless they are TW factions and such as.

Another way to find a good faction is to just ask. If you have a good experience with a squad (BH at 40s is perfect, since everyone will be around your level) or if a higher level helps you out... simply ask if the other players are recruiting someone of your level. Oftentimes, any non-TW faction would be more than happy to have an active character among their ranks, and nice members can often be a good reflection of the faction's attitude as a whole.

Don't worry... once you're in your 40s and 50s, you'll be getting ninja faction invites left and right. Just talk to the person who invites you before you click 'yes'... factions that recruit without at least introducing themselves via pm first just want numbers, not players.
