Trail tags CANT be removed!! help

From a E. Guard quest you get 4 Trail tags (Knowlegde, protection etc.). i were going to wait with these quests since i didn't get any reputation.

so now when im trying to start the quests (right click on the Trail tags) it says: "too high level"... and i cant discard, sell or trade! and it don't drop on dead!

So HOW DO I GET RID OF IT???
i DO NOT want these to take up 4 spaces in my safe slots
