Dealt damage reduction on [?] Bosses?

Hi guys,

According to this: http://www.pwdatabase.com/pwi/drop, if you are 40 levels lower than the mob/boss you are fighting, you receive a damage penalty (damage dealt*0.25). Assuming my level = 100, I would deal 25% damage to lvl 140 mobs/bosses. And what about lvl 150 (the famous [?])? How much is my damage reduced there?

    u would deal the same percent.. i think 75 is the max it reduces
