Bufuddling Creeper

I came across this earlier, and someone from a new guild I joined reciently, mentioned how great this was.
For some reason, the game appears not to let choose it.
I thought I might not have enough spirit points saved up to get it, so, I did a few more quests.
I looked up my spirit, and I have some 40000 spirit, and still it is not an option.
Was this some sort of limited time quest?

I remember speaking to that Breckenrage guy, (I forget his name).
The quest is not an option by him, and the only other thing I can think of, is that it may have something to do with one of those bosses.
I can't fight a Boss with 10000 or more hp, when, I have less than 1000, so, I delayed fighting them.

On another quest in Archosaur, I accidentally, clicked on "I don't have the time", when I wanted to start the quest.
Now, the quest nolonger appears for me to get afterwards.
Is this standard? I mean the way all quests work on here?
Once, you give a response in the negative, you can never do that quest ever?
If so, this may have happened to me reguarding to the Befuddling Creeper Quest.
It is a chain of skill upgrades. So, if I can't get BC, I can't get any of the skills that follow it.
Which means, either I start over, or quit.

My Mystic is level 27 now, and I am not happy that I haven't been able to use this Skill, or the one after it, as they were both suppoed to be available to Mystics. BC at lvl 10!

If this is what ended up happening to me, then, I would recommend PW increases the font size, and spaces out the two responses of Yes, and NO. I helpful popup of (Do you really want to abandon this quest forever) would have really helped.

btw, I do have the Prickling Plant skill at level 2.
I was under the impression I only needed level 1 to get BC, but, I bosted it to lvl 2, just see if that was the issue.

Any help would be appreciated. I would really hate to start all over on a new Mystic.

=stressed, and I can't play my Mystic, because, I feel, it might be a total waste of time now.
