Bug or NPC scam?

So, faction base finally up, looking for ways to get more contribution, these quests from the heavenly vault seem to give extra stuff to do, but then I get the following item on a level 100 character:

Divine Order of the Scam

Can't be traded, can't be account stashed to a presumingly other character in level range, can't be swapped at the NPC for another one, can't be handed in back to NPC for a coin refund either, just a waste of money and personal contrib. My question is WHY is it even possible to get a bound quest item for lower level quests b:surrender... PW usually avoided nonsense like this pretty well.

    When?

    Almost every reward you get from a quest (even exp) is a rip-off in some form or another.

    You can pick up quests that actually give decent rewards from the Divine emissary of the Shadow using that. Then you can rune craft, at least that is what someone told me. I can't do that yet. b:cry
