Does anyone actually have that skill? Is it worth it?

I got the Blood Frenzy one & it's awsome, so I was just curious about the 2nd 100 skill.

    blood frenzy is indeed awesome. Spell cutter, is entirely 100% useless. Even if I got the pages for free, I wouldn't pay the coin to learn the skill. Don't waste your time or money.
