In Skill Tree it says increases the Attack and the Defense of yourself and any squad members.

when you get the skill it does nothing for defense and at level 1 it says it adds +3 attack level but instead only gives 1.

    It only increase when you lvl them. Max atk lvl they can increase is 3, def lvl 1, 1% crit I think
