When can they fly?

So thats the question!!
will we have to wait for lvl 30/?
i heard a quest at lvl 15 gives flyer but not sure if its permanent

    Since I know, Yes, EarthgGuard and all other classes will receive a temporary flyer (lasts about a week or less), along with the usual Perfect insignia ring in the lvl 15 Supply Stash. Only thing is, I'm not sure if they will give us in PWI version or it was just a feature exclusive to the China OB serversb:surrender

    Be interesting if you could start flying earlier then must since Elves could fly from the get go. Still wondering just what their flying thing will be. Will it be the same as everybodys else or something different.

    On CN you got a 2day limited flyer from lvl15 supply stash, and it was +0.5 IIRC; it was "required" for the EG 19 culti (celestial spirite mob is a flying one). Other than that, you get a free one at 30, permament, and you will need 5 rhino horns...

    Haha, That's one way to say "Get to 19 in 2 days or get out"
    Not that getting up 4 levels at that level is hard, but still. What about people who lose their internet, or simply can't get back on due to whatever. Are they then screwed out of 19?

    Dont open your stash til you actually got the lvl19 culti then o.o
    Then you got 2 days to do it before the kites gone lol
