Apothecary +Attack Orbs

Are apothecary orbs, such as the lv 3 Glacial Frost Orb (Adds greater water damage to players attack for the next two minutes) percentage based or are they fixed? Do they increase your attack by some percent (such as blazing arrow), or just add ex. 500 water dmg (like attack charms, also apothecary)?

They behave exactly as blazing arrow, in that it is fixed amount based on your weapon's average physical attack.
