rank 9 brought balance to PK?

I've been reading the about how endgame gear is now available in packs, and so, have started to wonder about how different full rank 9 set +12'd classes pk with others of similar gear.

Are different classes with full sets of rank 9 +12 balanced? Or do some classes still have an immense pk advantage even with such gears? b:shocked

    R9 +12 casters 1 shot everything below R9. And I mean spam skill, no crit.

    That's the current balance.

    okay, so what about rank 9 vs rank 9?

    Sins are still the kings of pk with rank 9 or have casters now gained an upper edge?
