Argh, if you search the forum you will find your answer regarding new server. At the moment there isnt any official announcements, unless pwi will add one.

And the is no specific launch date, can be first or can be last day of Feb

I've heard we will be getting a new PvP server. However, though I trust the source of the info, don't take that as absolute. And the release date is just sometime in February. I somehow doubt it will be the very first week of it, but maybe PWI will be nice and put it out.
