Why high level quests give so ridicolous reward (both money and exp)?

Spending the same time to complete the quests you can get more and more exp in BH quest or in Public quest.

...And if you dead just once, you lose more exp you gain in all quests of the level !!!!.

I know more people will answer me "if you dislike, don't do them"....But why staff propose un-useful quest?...I think nobody lose time doing them.

In this way players that like to follow the trame and the quests of game are penalized.

I learn that to cultivate own caracter is better annoing kill boss in BH or Public and make money harvesting resources and herbs....But that's very boring...Or not?
