Well I Searched "vitality" In the advanced search under archer but nothing in the first couple of topics poked my curiosity.

But on to the question, I met a level 100 archer today with 10k hp (no didnt look at gear) and he said he was a vitality build. Now do i need to put points into vitality (because i wont have the cash to +10 my gear maybe a +5) and If so how what should i cap it at?

My archer had his vit capped at 90. That gave me around 1200 more HP (too lazy to do the actual math) than a pure dex archer my level with comparable gear. I think I had around 6k HP total with some lightly refined gear but fully sharded with citrines. I could still do my job as a DD and could survive a few hits after grabbing aggro from a group of mobs trying to take bites out of the cleric.

I wouldn't recommend any archer statting more than 100 vit for whatever reason; after a certain point trading damage for survivability just isn't worth it.
You have three chances to guess the reason for the post above.

I'd say cap it off at about 50 base or so if you want some extra hp, especially since you don't seem to have the coin to refine your equipment, since you don't want to be sacrificing too much damage.

If you are willing to refine your weapon to say +7 or higher, then it would be a different story.

    o.o

Doing a 1 Vit 2 Str 7 dex build. I can use the build for Demon or Sage. So tempted to try Sage first.

It's all totally up to you. If you feel like you are dying too easily add vit. Once you are dying at an acceptable rate stop adding vit. If in the future you decide you wouldn't mind dying a bit more often restat some vit back to dex.

In my opinion, before you change your character, you should decide on your character's role and goals.

Personally, I went with "minimum stats to hold weapons and everything else into vitality" because I wanted to play a supporting role, with damage dealing being secondary for me. (I was spending almost all of my time in a squad of two people -- myself and a veno, and if her pets were to tank, my damage being high was not very useful to me. This was back in my mid-80s, when we were spending most of our time in Eden and Brimstone. So, I rebuilt myself, and leaned on her for support when my damage was too low for me to comfortably solo my quests for myself...)

And then, later on, I restatted some of my vitality to strength, so I could use claws....

And then Jones Blessings became consistently available...

Anyways, I think you need to decide on your priorities first. Or, if you just want to experiment, maybe take notes and be willing to try some different options?
