question about genie skill wind force

the tooltip says it gives me 50% speed for 4.5 seconds, but it looks like it isn't, and the buff on my character also disappears about 1 second after activation of skill

    I believe it does increase your max speed, but you still have to speed up after it is activated. You may have noticed that you don't always just start out flying at your max speed whenever you start flying, you have to speed up for a couple seconds before you hit max speed, same principle. So you won't ever get to actually fly at 50% increased speed for the full 4.5 seconds that the buff takes effect.
    As for the length of the buff, have you tried actually sitting there with a stop watch and timing it? 4.5 seconds can seem like 1 second if you are also thinking of other things (like "why am I not going 50% faster?").
    I will admit that in my time using wind force (before I unlearned it for a different skill), It did not seem to last very long.

    I found it to be useful for the Nien Beast event. Accelerate (6.2m/s) + Wind Force was a very noticeable advantage. With 100 dex, that's 10% more speed, and 2s more duration.
