Coming of Age: willpower

i have done all of the other coming of age quests but wen i try to do this one by standing in the center of raging tides it doesnt develop after Incredible items and i trashed/restarted it more than 5 times already and i just stay on the center of raging tides without moving

    trash the quest
    pick it up again from the elder
    go to the exact coordinates
    wait there and watch the timers in your quest log
    eventually it will say return to elder.

    if it stops at 0:00 at any point, simply log out and back in (without moving from spot) and the timers should continue
