Random Question: Why does fashion have level requirements?

Is there really a point in having a level requirement for fashion? I find it to be pretty pointless.
AP classes are a real butt pounding...

    Only thing I can think of is an incentive to level for people who are new to the game.

    Still seems a bit pointless even so, hope you get an answer, im interested too.

    Initially it was probably a status thing, similar to how mounts and flying mounts have different level requirements. Now it's pretty easy to level though so no point.
