Search "Monarch". You will find this page: http://www.pwdatabase.com/pwi/items/12949 Click "Award from quest" and you will get this: http://www.pwdatabase.com/pwi/quest/7038 It tells you that the NPC is "Ti Chien - "World" 129 855(38)".
