Level 4 Problems?

I am trying to take three of my four skills (not blacksmithing) from level 3 to level 4. I have the needed coin, spirit, and I'm the right level for it. My experience in each is at 100%. However, when I can not continue from this point. The skill is lit up for selection at all the city Elders that I've gone to, but each time I try to select it I get 'unable to get skill'. I had heard that this had been a problem for a number of people, so I submitted a ticket about it as had been suggested to me. Ticket response was that they will look in to it, but that i should come to the forums and see if any one else had solved the problem.

So before I close the ticket, I just wanted to see if:
A) Anyone else has had this problem
Has anyone found an in game fix/has this problem been fixed in some way?
C) Any suggestions?

have you done the quest for the items? for tailor, blacksmith and crafstman you need to craft some specific 2-star items.

for apothecary you need to buy a book from a npc near the dreamweaver port.

if you have done all that i guess it's some glitch (i never heard something like that btw).

btw it's not the end of the (perfect xd) world if you cant learn them, i always bug people i can trust to make me stuff :b
