Why does it run so poorly?

I'm somewhat bored, and PWI looks like the PvP is decent. I played a little, then got a new PC and moved on. I just tried the game, and it runs like absolute ****, even on low. The same as my old PC, in fact. The graphics are important to me somewhat, but I usually don't mind as long as I can play at 1366x768 (native res) at a decent framerate. I play LotRO on High with 4x AA, but not this on low. Why?

PC:
Mobility 4650 1 GB
Turion II Ultra M620
6 GB DDR2 800
Windows 7 64 bit (never had issues with this)

Not amazing, but a nice laptop, especially since it was $570.

    I would need more information to diagnose your issue. Feel free to open a ticket with us so we may find the root issue. PWI has the potential to be immaculate if you find the right settings for your hardware and you make sure your drivers are up to date etc.

    1) To create a dxdiag log, go to Start, click on Run, then type in dxdiag and press Enter. Click on Save All Information as a text file (on your Desktop as an example.
    If you are using Vista or 7, go to the Start Menu, click on the Search menu and type dxdiag.exe.

    2) Attach the dxdiag.txt that you save to your reply to us.

    If you have a 64bit system, please click on the 64bit Dxdiag/DirectX button to save the correct log file.

    This is important so that we can help you find the right software for your system.

    Yeah, I've seen it running on high, and it looked great. I just feel that it's performing far under where it should be for me... I'd expect performance increases like I've seen in other games (For example, went from min at ~25 FPS in one game to maxed out and 80+ FPS, usually 120+).

    And I've got all on battery settings on high performance, no point in having them lower. All drivers are/should be completely up to date, I checked them about a week ago. I decently know my way around PCs, so I can safely say that nothing's wrong with it.

    EDIT:

    I went in-game to try and see what I could turn off to get it to run better. Turned everything on low but view distance, and it went right to 60. I increased everything back to where I had it originally had it (except water, but that only dropped it to 27 instead of 10), and it was at ~37, except in cities, and I can deal with that. It's all on about medium, maxed view distance. If I ever needed to, I could turn it down (IE for PvP), but it's fine for the moment.
