Can anything be done about inactive faction leaders?

So I know that in ToS it is stated that the authorities have the right to deactivate accounts that haven't been used for 12 months, but here's my problem :

I have a character that is an executor of a small faction, but the faction is almost dead as the marshals, director and leader have quit the game more than half a year ago, and I know for a fact that they aren't coming back. I guess they didn't bother to inform anyone that they were leaving, and I really can't contact them either to ask if they could make me the leader. So I'm still the only one who can invite people to this faction, but who'd like to join a faction that is so inactive? I really don't want to leave too, as then I have no chance to ever join that fac again. Can anything be done about it? Or do I have to wait and see if those characters will be deleted or not...

My old faction Redraidrs had a leader who also quit without passing the lead. After like half a year of not winning a TW everyone just quit. So I am sorry to say nothing you can do about it. Or start a new faction with similar name.

I've never heard about a method to forcefully take ownership of a guild away from its owner, in any game I've played so far. Of course, I don't care about guilds either, so I might have missed it.

Other than that, while making a guild tends to be expensive enough to prevent people from making too many guilds, it shouldn't be THAT expensive. Leave the guild you're in and form a new one.
Slow progress, game is getting way too grindy :-( Quests I still hope to be able to do some day: FB39, General Feng

Find someone who still plays that has his contact info, msn, email etc... message him and ask if he could log in to transfer lead...

    or...

Just leave faction and find an active one... or start a new one with the people who are still active in yours.
I post in forums. This one and others. That's why I post.

To me, that would be your best option.

Gather them up, email them in game and make a great new faction.

Why do people stay in guilds where the leaders are clearly inactive? It's just dumb.

Take your people and go somewhere else or create a guild. No reason to hold allegiance to a guild leader who isn't playing.
