World Quest help

ok im posting this on behalf of my girlfriend. She is currently lvl 71 but has never done a WQ, she has checked the find quest section and can not see it there, nor does she know what npc hands it out. i myself do not know since iv never done it can some one please help

    there is a special npc in the garden in west archo, close to the npc for basic lvl of crazy stones.

    If I'm not mistaking, you talk to the Archosaur Elder.

    The original quest is to see the Archosaur Elder, who tells you to see Li Mengpai about the quest. That is the end of the quest though; just an intro to it and world quest will show up in find quest but only under repeatables. I'm guessing she saw the elder so that part disappeared. Tell her to go see Li Mengpai, who stands near the first crazy stone NPC.
