How to get blacksmith skill to lvl2 when character lvl30?

Hi, I have paid no attention to crafting before. Character lvl. 30 blacksmith skill lvl. 1.
How do I level blacksmith skill up?
It seems that only lvl. 2 gear (and higher) is available to me, how do I then manufacture lvl. 1 gear?
Someone know what lvl. the lvl. 1 gear disappears from? (I think somewhere between lvl. 20-30) thx.

    Well you have to visit the Elder to level it up, but only when you're ready. When you're crafting there's a bar on the top right. It has to be filled up with yellow before you're ready for the next level of crafting. You cannot manufacture lower level gear in some cities. So, try the beginner cities.

    Darth_Puggy, of course you are right. I have now been in my starting city and started to level my skills, thx. I did not think about the gear offered could be different level in other cities..
