Cloud Temple

So I'm doing the Enemy's Plans quest and I'm supposed to report back to the general. The problem is that he's up in the Cloud Temple with the Tideborn king and I can't figure out how to get back up there. As the Elder was telling me about how he has a portal to it somewhere someone sent me a squad invite and I accidentally exited out of it before I got a chance to read what he said. Can anyone help me out with the portal location?

    behind the elder in the building is a glowing sparkly circle - run into that and it will take you to the cloud temple

    OR

    go speak to the teleporter at the other end of town, look in quests and get free teleport up to cloud temple
