what are healing orbs reduced to while in combat?

    All form of regeneration are 1/4 in battle, no matter from where you gained it. So an healing orb would give you 25hp/sec in battle(from 100hp/sec outside of a fight).

    does that count even for the 10 per second cleric buff??

    Yes, all regen is counted together.
