99 keys quest (evil mind)

I took the quest for the 99 keys in nirvana, and its the first time i have done it. I went through the quest turning it in after each boss and at the end left the instance with the rest of my squad thinking i had to go back and talk to the elder of tideborn. However, what i didnt realize was that there was an extra boss you have to kill for the quest. So i figured i'd get it in my next run. But i cant figure out how to summon him because the NPC never appears. So either i'm doing something wrong, or i'm being screwed out of the 2 raptures and 10 canny's because it wont allow me to finish the quest after reseting which is a load of ****.

Also i submited a ticket asking to get the quest reset, My response seemed like the person didnt even read what i said and i rejected their "solution" explaining more, and then never heard back.
