Stealth & Sharp Observer

Hello all,

Before anyone starts getting excited and immediately posts that I need to used the Search function, I DID, and gave up after scanning about ~15 pages worth of stuff.

Okay now that that is out of the way, what I'm about to ask is going to be very confusing so please bear with me and make sense of what I'm trying to say. Thanks in advance. XD

I'm an assassin, level 83, and currently, my Sharp Observer is level 0 ( because I don't plan on PvP, at least not for a long while s: ). So that makes my detection to see other assassins is level 86 or lower.

Here's the confusing part: if another assassin (level 86 or lower) has a maxed-out Cat-Like Tread and are using Shadow Walk (to the point where THEIR Stealth level is above my level - I'm 83 if you don't remember), can I still see them? Or does Sharp Observer work on any assassin as long as their toon's level is at or below your detection level regardless of if they have very high Stealth level?

XD...Sorry for any confusion...I tried explaining to the best of my ability.
