LV30 Weapon Ticket bugged?

I exchange some celestial shards for a LV30 weapon ticket at a mailbox after the celestial tiger event. The ticket disappeared from my inventory right after i got it, and i got nothing out of that. Just wondering what i did wrong, and if its not implemented why put it up for exchange?b:angry
