Icon Submission Page doesnt work

I'm eager to submit my faction icon. I just hit level 3 and slaved over making my very own icon. However, when visiting the faction icon submission page, the windows for selection of sever, to enter character name, etc will not open. I do not understand this and feel completely stuck. What to do. One common question I get is, "are you logged in?" Yes, I am.

The GM will upload the icon for you for the first time. After that you can do it by urself on the page.0
