Regarding Buffing

As a blue name, why is it that I cannot buff a red name? I did not touch my PvP protections: the box that says If target is red buff is cast on yourself is UNCHECKED. And the other 3 boxes for that matter. When I select a red name to buff/heal, I turn facing them, I channel, mana is deducted, but the casting animation doesn't exist, and the target is not healed/buffed. I also tested this with all PvP protection boxes checked, and the buff was cast on myself. I don't know if this is an intentional feature, or...

    Did they have swords by their name? If so, that's probably why.
