Shortcut Bar B won't cycle

I log out with everything normal, and when I log back on there's two B2. I tried pressing V (default key) and the arrows, but they don't do a thing. I tried relogging, but it's still stuck. Shortcut Bar A works fine. I didn't exit the game, so the files shouldn't have changed or anything.

EDIT: Switching characters somehow fixed it. Relogging didn't work though.
