about learning blacksmithing level 3

This might be a really noob question but here goes.

I have level 2 blacksmithing. I can make level 3 and level 4 weapons with this. I want to learn level 3. Do I have to make the level 4 items or can I make the level 3 items as well? If I can make the level 3 items then will I need to make more of them to level up compared to the level 4 items?

    To get level 3 blacksmithing. You have to manufacture 10 weapons that require level 2 Blacksmithing to create.

    Level is irrelevant. It's all about the requisite blacksmithing skill.

    craft items that require lowest grade mats, u will needs tons of low grade mats at lvl 50 to get lvl 4 crafting quests done
