Can't Learn Essential Sutra?

Ermm... I'm above the lvl requirement and at the correct cultivation lvl to learn Essential Sutra (Psychic Blessing). I have enough spirit and coins to learn it. It shows in my skill tree, but not in the list to be learned at the Psychic Trainer. There is no requisite skill requirement for it. Am I bugged? o.O

Essential Sutra (Active Blessing) : "This is the special gift of the children of the oceans. Summon the power of the ocean breeze and fly faster with it's help"

You also need the corresponding skill book in order to learn it.

All 79 skill books cost 20 apocalypse pages and 10 medium ink, it totals at about 2m coins for 1 book.

You make the level 79 and level 100 skill books in Old Heaven's Tear or at the Nature Forge in 1k Streams.

You can make them at the skills forge in OHT or 1K streams. It will cost you 1M spirit to learn and no coins once you have the skillbook.
