Blacklist?

Can someone explain to me how blacklist works, exactly?

Once you add someone's name on it, I understand that you cannot read any of their text. I assume this includes world chat, squad chat, faction chat, all chat, and whispers, right? Also, if they try to whisper you, will it look on their screen as if the whisper went through? Or will there be some sort of notification to them, like... user x is offline (when really they're online and just blacklisted them)...?

Any other info. would be much appreciated, such as that every time the game patches, your blacklist gets reset.
