i guess its up to your personal preference

i decided to max out all usefull skills available at my lvl and then go on lvling therefore i put the xp in my genie to lvl it up.

At the beginning you dont have a lot of spirit problems and you should be able to learn all your skills at lvl 1 at least so you get an idea wheather you like the skill or not. Later you will notice that skill lvl requiremens dont seem to be much of a problem because you will have the lvl anyway but coins and spirit costs will rise constantly. So a lot of wiz rather choose 1 ulti and max it instead of having 3 ultis not maxed and so on.
