How to get to Heavens Tear

I'm lv 26 and don't yet have wings. I'm ready to finish this quest which requires me to talk to someone in Heaven's Tear. Is there an npc on the ground that will tele me up or do I need to wait for lv 30 so I can fly there?

    As a male without a aero? no
    You has to reach 30 and get a aero.

    That's what I was asking, Thanks for the help. Looks like that one goes on hold while I finish the rest of my overflowing quest book

    Well, another option is to buy aerogear from the boutique, although personally I'd find it more economical to wait until lv30.
