Level too High Error Quest.....

Hi I have a level 61 wiz and I was doing a quest, after I finished it, and wanted to submit it, it said Error Level too High. I don't understand why I get this error, the quest is like for level 55s and I am like 6 levels above. The quest is called Heavens something map fragments. Given at arrowhead manor. I don't get this cause I done quests where I am 20 levels higher and worked.

    Certain quests have a maximum level that they can be completed at; I believe this one's is level 50.
