Why for fb 69 (really 70) do you have to go into 79 to complete the quest for the tabs? Does that only seem backwards to me? And I'm guessing for 79, I have to kill the same bosses. So to sum up, I have to go into the fb 10 levels ahead of me, just so I can do it again in 10 levels. How does that make sense?

    Wraith's Ploy isn't a culti quest, even though it's orange. It's to unlock Old Heaven's Tear. Has nothing to do with your 69 tab.

    In addition to what the person above me said
    for the second and third fb69 tab you need the following quest done


    Level 67 Challenge Quest: Wraiths' Gate
    This quest is commonly known as the 202020 (or 20/20/20) and usually requires anywhere from 2 to 3 runs in order to complete as a single instance does not contain enough mobs to finish the quest
    1. Speak to the Wraith Hunter (536, 415) Whetstone Stronghold
    -Kill 20 DeadMarsh Adawolf (Located inside the Wraithgate [FB 69])
    -Kill 20 Taurox Captain (Located inside the Wraithgate [FB 69])
    -Kill 20 DeadMarch Sori (Located inside the Wraithgate [FB 69])
    2. Report to the Wraith Hunter (536, 415) Whetstone Stronghold
    -Reward (Gold: 9150 Exp: 15250 SP: 3500 Rep: 21)
    Choose one:
    Choice 1: Shinguards of the Underworld + Celestone of Human
    Choice 2: Hades Necklace + Celestone of Human

    then at level 70 you can get the other 2 tabs
