Question about crit arrows

So ... crit arrows. Lot of people argue whether it works. If you get this question a lot, oh well. Sorry I guess. Just thought I'd personally ask you experts.

Anywho, I'm wondering if the crit from arrows only kicks in when you actually shoot arrows at people, monsters, dining tables, etc. I've never heard anyone say it that way, and that's the only reason I could think of why it would be a false myth.

Anyone ever venture out to find the real answer about this, mythbusters style?

It only works when you actually fire the arrow. Stated multiple times in the past.

You know that's what I believe. Asking just to make sure because I'm still seeing people say that it actually works. In the past week or so I saw the argument come up over and over again.
