Submitting Ticket Issues

I can't seem to submit a ticket or get help via live chat. I go to support, then troubleshooter, then say my answer is not here twice, then I get the option to submit a ticket or live chat. When I choose to submit a ticket, I go to the page, I select my game and server but nothing happens, the rest of the options under it stay greyed out and I can't select anything.

I really need to submit a ticket soon, I'm trying to report racist comments made on world chat by a player and I can't seem to. Plz help.

    Seems as of late, ticket server goes down.
    There once a time when I cared about getting to the top quickly as possible to help others. Now, I take it slow, and don't worry about having nothing to do. There's always something to do in an MMORPG, especially if you are high level. PK'ing is for those who desire to inflate their egos. True friendship comes from helping one-another, rather than to start rivalries.
