Quest Bug Help?

Dwyre - Raging Tide

I'm running around in party with a friend, and we both got the scarecrow quest at the same time. They were able to move on pass the next part in collecting the souls, but I can't get the Elder to tell me about them. He just has the quests for the craftsman, blacksmith, tailor, and apothicary as well as the quest 'The way of the Warrior'. My friend was able to finish, but I still can't get the Elder to give me the next part. I've relogged twice, and still nothing. Can someone tell me what's going on?
