Buying and Selling Characters/Accounts

I know that this is against the TOS, and is not supposed to happen. However, lately on a couple of servers (at least) there seems to be a lot of people wanting to buy or sell characters. It has even become as bold as to be announced in world chat on many occasions.

This game has enough balance issues without some random new player coming and paying 500 bucks to buy a high level character.

So my question is this:

Is this part of the TOS still being enforced? Or is this just being overlooked at this point? Also, has the responsibility to provide proof and deal with these incidents been placed on the players, or does the staff check for things like this on a regular basis?

    They will not respond here, not in forum. The only one that might answer is admin and mod but not GM.
    Maybe try using ticket ? b:surrender

    And yes . . number of people that buying high lv char seem to be increased.
    Ever heard of lv 90+ veno that don't know what is pet ? Then ask other veno what is their class ? Or 90+ cleric that don't know how to buffing a squad, IH, BB ? Barbarian & DD that don't know what is aggro. (omg even oracler know what is aggro, well i guess they know)

    ive seen a lvl 102 veno that we couldnt explain to what wood immune meant...(mountain finger in abba)

    I've seen two different people selling their chars in the past two weeks on Sanct.
    100% F2P player. Started PW: March 2007, Quit PW: March 2011.

    I believe they will respond to this here. They usually reply saying "we don't discuss that on the forums" if they don't. I didn't mention any names, nor am I discussing someone being banned, it's simply a question regarding TOS and whether or not it's something they watch for. If nothing will happen to these people unless we report them, that's something I want to know.

    From what I understand they will ban people offering to sale here and in the game as well as monitoring sites that specifically sell accounts.
    I post in forums. This one and others. That's why I post.

    if you know for a fact the person running an account isn't the person who created it - raise a ticket.

    it's up to pwi to enforce their TOS or not. if they investigate and take no action - well read into that what you will..

    If you have any knowledge of people buying/selling their accounts, please send a ticket immediately with as much evidence as you can gather. This is still STRICTLY NOT ALLOWED, and will be dealt will harshly. However, we do need as much help from the community as we can muster. Remember, Mods and GM's aren't the first line of defense...it's actually you guys.

    Actually, it's more than enforced. The GMs suck so bad at investigating these things, they just ban first and ask questions later. Some players have taken advantage of the GMs' blatant stupidity by "advertising" rival accounts for sale, then sending in tickets. It sucks, because GMs don't investigate properly or seek real evidence before taking action. This is just one small example of how the GMs don't know the game or how to manage it.

    It is against the ToS and we most definitely enforce it. Please submit a ticket, and we will investigate.
