Coming of age quest

OK I have this coming of age quest from the elder @ city of raging tides. it says duke black has found a mysterious mount and will sell it to me for 1k. so i tele to arch and after plenty of painfule searching found him and he had no option for a mount. is there a duke blacke in SORT?

    That quest is just a lie, just stay wait for the timer to run out.
    (and if you reach duke, he will shout making you seem greedy)
    (it's been a long time since i do that quest, after that i forget what to do next)

    The elder clearly told you NOT TO LEAVE, NO MATTER WHAT. Why is this so hard for some people to understand?

    Yes serisouly. Do what he said. Stand there and DON'T MOVE. You will have three or four quests pop up with timers. Each one will tell you something special will be waiting for you at Duke Blacke.

    The quest is called Will Power. He clearly says it will test your resolve.

    When the final timer runs out the quest will say to go see the elder. Then and ONLY then do you move from your spot and go turn in the quest with the elder.
