First of all, flesh ream is far from useless. In PvE it is not as good as bash, however that does not mean it isn't effective. Bash has a shorter cooldown and pet aggro is based on spike damage so yes, bash holds aggro better, but it also costs 300k to teach to a pet plus 200k for each level up.

That being said, ream will work fine for most situations. It doesn't generate as much aggro, but unless you are pure arcane spamming spells you shouldn't have problems with aggro as long as you keep flesh ream leveled up and send your pet in to attack before you start casting.

Ream is also very effective in pvp, because bleed damage does not suffer the normal 75% damage all other pet skills and attacks do. It is good to have a ground pet with flesh ream for dungeon duels and other pvp where a flying pet cannot be summoned.

No, it's because an applied skill was used. Even skills that don't do direct damage generate significant aggro.

    Wolf for Pvp?

There is a Lunar Lupin you can catch that has Lv. 5 Howl. Howl generates aggro and reduces mob's mdef. If you plan on taking a pet past Lv.80, I'd strongly consider getting Bash on it unless it's a light duty / light hitting pet like the Armored Bear.
