Reset quest help plz

I have 200 mirage and the Celestial Schism Mold. I talked to The conversion Executar and he wont give me the quest i need. Any idea what i am not doing right?

    From what I read, you need to be lvl 100. Seems like a quest to **** up players by making them buy cash stuff they can't even use :-)
    Slow progress, game is getting way too grindy :-( Quests I still hope to be able to do some day: FB39, General Feng
