      The weakest faction would have been made by a 20+ character then giving leadership to a Lv: 1 character that dropped their level 1 weapon. The 20+ character then quit making them the weakest possible faction. The 2nd weakest faction would have been made by a 20+ character then giving leadership to a Lv: 1 character that kept their level 1 weapon. The 20+ character then quit making them the next weakest possible faction.
