Public quest

Hey guys
I went to do the public quest yesterday and i got to the isleand and to my suprise no npc to talk to has it been taken out of the game?

    As many threads would have told you, the public quest NPC is only present during business hours.

    Why they did that is anybodies, guess, but they did.

    Seriously?

    A search tells me that the NPC is only available between 9am-11pm server time. I was pretty sure that I've done it at other times before. Apparently my memory is not what it used to be though, as I must be mistaken if the above is true b:surrender
