Infamy and Safety Lock

The infamy system in place is marvellous. It punishes people for being unfair (such as attacking low level players incapable of defeating you) and marks you as a tough opponent. Die while under its influence and you might lose any unbound items or inventory you possess. Truly the devs were in their element when they brought this idea to fruition.
Now maybe the devs got drunk one night and fiddled with the source code, but for the life of me I still can't understand what made them add in safety lock to work AGAINST the entire infamy system. Hear me out.
Being red named is no longer an issue. You can happily go anywhere and do anything safe in the knowledge that you will never drop items. You're free to assassinate every living thing that moves regardless of its level or class and little can stop you besides another high-level player. Seems to me that Safety Lock literally destroys any reason for the infamy system even existing, even binding charms and guardian scrolls lose their value.
And before anyone even utters the words "Equipment Shatter" don't bother. It's such a low chance for shatter that its not even worth mentioning. A 1 in 25 chance is as good as invulnerability, and all you need are a few mirages to get the thing repaired anyway.
Personally I'd like to see some real work made towards offsetting the imbalance. Get the punishment back into being red-named to encourage people to target their own levels for a change. I have little doubt this thread will be inundated with players slating me for daring to suggest such a thing, but as it stands this system only punishes the accidental PKer and the newly red named.
It's time to put the consequence back into their actions.

I like safety lock, cause it dont prevent totally from losing equip: its not rare to forget about sl expire and lose equip for being rednamed and without guardian scrolls.
It actually let ppl without enough money for guardian scrolls to try pking around.
The true problem is that the % chance of item shatter is truly TOO LOW.
They should increase it, for example giving the same % chance to shatter as the percentages of dropping items while in that redname state.If you happy wanna be, against the wind you won't have to pee.
