Tailor training item?

I don't really understand the tailor training item in boutique.
My tailor skill is now lvl3 and it's starting to become a pain in the butt to lvl it.
I'm planning to buy a tailor training item but I have 2 questions first:
- Can I use the item at all? I'm already lvl3 tailor.
- It says permanent item. Does that mean I can use it again at lvl4, 5, etc. tailor skill?

I'm not a cash user, so I can't tell you what the item actually does.
However, be careful with the "permanent". I "need" to use an example from another game here, although the same probably applies to cash charms. In that other game, they have "dungeon entry items" --- in order to be allowed to enter a dungeon, you need an entry item, which drops from monsters and is one use --- you want to do 20 runs, you need to obtain 20 items.
Now, like most cash shop that particular game has a selection of rip-off items in the shop --- among them are entry items for some lower level dungeons. There've been complaints every now and then, of course --- the cash entry items are "permanent", yet they disappear when you use them. That's because "permanent" merely refers to not having a timer on it --- the items don't disappear after 1, 7 or 30 days. They are still one-use items --- use them and they are gone, cash item or not.
So make sure the item you are looking at isn't one that disappears after use, or be aware that is does disappear.
Also since you are saying "I'm already level 3", the item description probably says something about getting you to level 3? You have to be VERY careful with cash items --- while they ARE trying to rip you off, they don't (generally) lie in their descriptions. They DO like to phrase things in misleading ways, though, encouraging people to think the item does something different/better than what it actually says. Double-check, then triple-.check your interpretation of the description. Take it literal, don't assume anything that isn't actually written. Coming back to the example, people actually bought those items because they were labelled "permanent", while in reality they bought a pretty common drop.Slow progress, game is getting way too grindy :-( Quests I still hope to be able to do some day: FB39, General Feng0 -
i think permament in this case means u will have it till you use it, no time like smileys.
and its cheaper to buy mats and all items for crafting quest than buy those skills in cash shop, might be different at higher lvl but not for lvl 3 crafting0
