about refining transfer

I'm not clear on source and target thing,does lvl of the source must be higher than target ?for example i can transfer from my lvl 12 +6 weapon to only lvl 12 or lower gear ? and 1 more question ,if i use the new stone to try to refine my weapon to +7 and fail ,it will stay at +6 ,right?

    You can transfer as long as the source has a higher refinement (+) than the target. And yes, Chienkuns eliminate the refinement reset upon failure.
