increase bank slot quest

I saw a thread about this before and no one could offer any help, so maybe by now there is a solution.

I'm doing the second collect items quest to increase my bank space.
I've been to all the bankers in every major city and am unable to turn in the items.
When I auto path to the quest awarder (banker hen shao) in Thousand streams, he is no where to be found.

Is there any solution to this problem?

    Bankers don't take days off, so he should be there.

    As for the others... since these are normal items, not quest items, I wouldn't be too concerned about trashing the quest and taking it again. I've seen a couple of quest list corruptions recently, maybe that's one too.
    Slow progress, game is getting way too grindy :-( Quests I still hope to be able to do some day: FB39, General Feng
